Logistics is basically his field of specialty; as Chief of Operations aboard Deep Space Nine, he's responsible for all the maintenance, repairs, and juryrigging that's required to keep the station afloat. As for the officer position, despite being an enlisted man he has a pretty long history of being in a position of authority, both as the primary tactical officer on the U.S.S. Rutledge and as Chief of Operations on Deep Space Nine. He has the leadership chops and experience to keep the Platform afloat indefinitely. Abilities: Miles is an extremely proficient engineer and handyman, and that's by Federation of Planets standards. So much so that at the end of DS9, he's offered a teaching position at Starfleet Academy. Consequently, he knows a lot about technology, computers, physics, mathematics, and how to keep stuff running. He's also picked up more than a little tactical expertise (not to mention dirty tricks) during the Cardassian War.
Personality: Miles is in many ways a long-suffering everyman. He sees the world primarily in fairly simple terms: he has a job to do, and other people had better let him get to it. Because he's so responsible and hardworking, though, he naturally winds up worked to the bone, and he is prone to the occasional bout of grousing when the workload becomes excessive. He just wants a nice, simple task to do, a chance to do some of his hobbies, like playing darts of kayacking, and a good meal or two.
Although Miles has a pretty firm moral compass, he's an extremely practical man, and he's not motivated by high-faluting moral philosophy. He does his best to do the right thing by his own lights, but struggling with the ethical 'big questions' is above his pay grade, and he likes it that way. In fact, while he could have easily sought out an officer's commission by this point in his career, part of the reason why he hasn't is that he's content to leave the big-picture stuff to the officers and just deal with the task in front of him. When circumstances do force an important decision on him, he's visibly uncomfortable in the role.
He is, however, also a rather prejudiced person. While he doesn't harbor any of the 'traditional' human prejudices - sexism, racism, etc. - as those were essentially eradicated by the time he was born, he's pretty quick to generalize about the actions of other species - especially Cardassians, who he fought against in the war - or groups of people. A lot of this comes from his experiences during the war: he was witness to some truly vile wartime atrocities, committed by the Cardassians against the Bajorans whose planets they were occupying. He first saw frontline combat at the Setlik III massacre, where he killed for the first time - in self-defense, but it still weighed on his conscience as well as all the other lives he was forced to take over the course of the war. He hated who he became, and he hated the Cardassians for forcing it on him. And once you start thinking about one species in generalized terms, it becomes a lot easier to do the same with others...
When under pressure, Miles tends push people away. He puts on a cheerful front, but he always wants to take care of his issues on his own, even when surrounded by people who want to help him. He has more than a healthy dose of toxic machismo.
Finally, he's very much a family man. He loves his wife and daughter, and will go to extreme lengths to keep them safe and happy. He doesn't like being separated from them for very long - meaning he won't be very happy about being shipped off to a completely different universe.
Motivation: Miles was recruited through Starfleet, and reassigned from his position on Deep Space Nine. In addition to the usual purposes, Starfleet Intelligence has given him an extra mission: to, surreptitiously, determine how the Company's Dimensional Transporter technology works, so that the Federation can use it for their own purposes.

I suppose that'd have to be that I'm a hard worker. I can't remember the last time I took shore leave. Oh, and I'm a fair hand with a tool kit, too, so there's that.

Don't suppose I can get out of this one, eh? Well, I suppose...I'm not ambitious, right? I like where I'm at, I don't feel the need to go any higher. Some people'd consider that a weakness, at any rate.

Or that blasted Cardie computer they're making me work with. I still haven't really handled that, though. Going to take a few years at least to overhaul her completely. Flushing it right out the airlock'd be faster, but then where would we be?
Or - oh, I've got it! Doctor Bashir! I can't stand his smug attitude. Can't get rid of him, though, so I just do what I always do with officers: keep smiling and wait for them to go away.

Depends on the policy, and why he was doing it, I suppose. If he's just stealing from the stores or something, you've got to report that. But if he was just cutting corners to get the job done, well...a man's got to be reasonable.
